Happy Valley House is located on a steep hill.  If you think you’ve arrived and you’re on a level street, you missed the last turn.  Turn around and at the stop sign do a VERY sharp left turn down the hill.  Happy Valley House is the third house down the hill with the dragon on the roof flying the earth flag.
